If you were to design an HK Modular Font in Glyphs or FontLab, you would first define three primary modules: a circle (for dots and curves), a square (for blocks and frames), and a right-angle triangle (for hooks and angled strokes). Every character in the set should be a unique assembly of these three pieces.
