COBIT 2019 provides a comprehensive framework for governance and management of enterprise IT. One of its key components is process capability assessment based on the ISO 15504 (now ISO/IEC 33000) model. While ISACA offers licensed tools, many organizations require lightweight, auditable, and customizable assessment solutions. This paper presents a methodology for building a COBIT 2019-aligned maturity and capability assessment spreadsheet in Excel. The design follows the framework’s process attribute ratings (0–5 levels) and includes automated scoring, gap analysis, and visualization.
